With the Annual Tax Act 2020, the government issued a formal decision to introduce a new reporting procedure for companies in the private compulsory health and care insurance sector. The previous paper-based certification procedures for the tax-free allowance and for the calculation of income tax will be replaced by a computerised process in order to reduce the workload for private health insurance companies, employers and employees. To this end, a comprehensive data exchange between private compulsory health and care insurance companies, the tax authorities and employers will be introduced.
The new procedure uses the existing data infrastructure and the proven procedure for electronic wage tax deduction features (ELStAM process). It completely replaces the procedure using paper certificates and will be compulsory for all companies from January 2024 following a pilot phase.
As part of the procedure, the data relevant to the following year for the calculation of the tax-free employer’s allowance and the partial amount ‘compulsory health/care insurance’ of the lump-sum provision must be submitted to BZSt by 20 November of each year. In the case of premium changes during the year, the changed data must also be transmitted to the BZSt at the same time as the policyholder is notified of the fixed premium change.
